今週の環境関連ニュース: 6月21日−27日まとめ

インドネシアでは開発に伴う自然環境への影響が懸念される一方、違法的な伐採搬出の禁止を日本・EUと結ぶ方向でかたまったようです。27日にはUNAssociationフォーラムで水問題が取り上げられました。水問題は今後最重要視される問題の一つとして大きく扱われる一方、地球温暖化・人口増加・所有権などの問題が深く絡みまだまだ議論が必要な分野の1つです。今年3月に京都で第3回世界水フォーラムも開かれ今後の日本の水分野での活躍が期待されます。

今週もまた私の興味で恐縮ですが天然災害関連のおもしろい記事、ウェブサイトを幾つか見つけたのでホームページの方に天然災害コーナーを作らさせていただきました。天然災害管理分野では日本はどんな活動・援助を行っているんでしょうか?来週までの宿題としてすこし調べてみたいと思います。もしこの分野で詳しい方がいらっしゃいましたら私、もしくはMLの方へ情報提供していただけると助かります。

    Panel Says Governance, Private Sector Key In Water Crisis

    Averting Natural Disasters World Bank grants program supports youths' creativity in disaster management.
    The Consortium is taking a step towards creating a safer future by encouraging young people interested in disaster management from developing countries to think "outside the box" and come up with innovative new ideas as they develop creative risk management projects and activities. The ProVention Consortium is reaching out to these youth through a unique grants program managed by the World Bank’s Disaster Management Facility.

    Russian President Vladimir Putin is being urged to ratify the Kyoto Protocol aimed at reducing greenhouse gas emissions as he opens a high-level energy conference in London.

    Indonesian government sign MoU with EU and Japan to combat rampant illegal logging

    The Indonesian government will soon sign a memorandum of understanding (MoU) with the European Union and Japan to combat rampant illegal logging in the country. Under the planned MOU, the European Union and the Japanese government would ban the entry of illegal logs from Indonesia into their respective countries. The European Union and Japan are among the biggest importers of timber and wood products from Indonesia.

    World Bank Approves $5.27M For Kazakh Drylands

    The World Bank’s Board of Executive Directors yesterday approved a US$5.27 million Drylands Management Project for the Republic of Kazakhstan. The project will demonstrate the environmental, social and economic viability of shifting from the current unsustainable cereal-based production in dryland ecosystems to traditional livestock-based management.

    The World Bank’s Board of Directors yesterday approved US$110 million in support to the Government of Kenya

    The World Bank’s Board of Directors yesterday approved US$110 million in support to the Government of Kenya through two operations. The first mentioned will provide textbooks and capacity building for primary education. The second mentioned will enhance food security and promote sustainable livelihoods through community driven development, and natural resource and drought management in the arid districts of Kenya. Of the total amount, US$ 50 million is in grant form.

    今週の環境関連ニュース: 6月16日−20日まとめ

    今週は気候変動関連のニュースが多くあります。
    モロッコでは16日より4日間持続的発展のための会議が開かれ世界、特に先進国の過剰生産・消費を的に議論が交されました。
    チリでは途上国で初となる試行型グリーン・カーボンファンドが始まりました。カーボンファンドは1997年の京都会議で地球温暖化対策として始まったもので国や企業が温室効果ガスを一定の規定内に押さえる変わりに開発援助金をもらうというメカニズムを持ち今後より一層の普及期待されます。
    気候変動問題ではアメリカの動向が今後の鍵を握りますが6月20日のニューヨーク・タイムズではUS Environment Protection Agency (EPA)の出す気候変動についてのリポートにかなり強引な検閲を行ったといった記事がでています。

    その他気候変動とは関係ありませんが地理情報システム(GIS)関連の記事がでています。個人的な興味で恐縮ですがGISは私の専門でしてウェブサイトの方にも幾つかリンクを作らさせて頂きました。

    Bush Accused Of Censoring Climate Information

    U.S. President George W. Bush's administration issued demands for revisions that led the U.S. Environmental Protection Agency to remove from an upcoming report a detailed analysis of the risks posed by global warming, the New York Times reported yesterday. The administration reportedly demanded the agency emphasize what Bush calls uncertainties surrounding climate change science, leading the agency to scrap the section in question entirely.

    Poor mountain people - how do they live - A look through GIS lenses

    Over 700 million people in the world live in mountains - at least 300 meters above sea level and with local elevations over 300 meter. Until recently, little was known about such communities and their plight. Using a wide range of data sources and maps, the GIS Unit of FAO has produced a concrete and detailed picture of Mountain people・in different regions and countries, living at different elevations.

    Study Finds Climate Change Threatens Plant Diversity

    A research project at Stanford University has found that doubling the amount of carbon dioxide in the atmosphere reduces plant diversity by up to 20 percent. The three-year study of grasslands and wildflowers found that when the sole environmental factor was a 100 percent increase in carbon dioxide, wildflower species declined by 20 percent and overall plant diversity fell by 8 percent.

    今週の環境関連ニュース 今週はボンで the U.N. Framework Convention on Climate Change (UNFCC)の年総会が開かれ気候変動とMDGについての議論が交されました。MDGは気候変動を計算に入れてなく、気候変動の度合いによってはMDGにも影響が出るものと思われます。バングラデッシュでは気温の上昇と共に海面上昇や洪水増加などの影響が出る恐れがあり、MDG達成のためには気候変動も取り入れた政策・計画が必要になってくるのではないでしょうか。

    気候変動関係では今月17日が"The World Day of Combat Desertification" となっています。

    Countries Sign Convention To Conserve Lake Tanganyika

    Ministers from Tanzania, Burundi, the Democratic Republic of the Congo and Zambia yesterday signed a convention on conservation and sustainable development of Lake Tanganyika. The convention is the result of five years of technical studies and expert evaluation, and charges member countries with controlling pollution, overfishing and other human activities in their territories that threaten the lake.
